Specify the versions before comparing them
This comparison covers the current 625-lumen Petzl ACTIK CORE and Black Diamond Spot 400. It does not use the figures from older 600-lumen or Micro USB ACTIK CORE versions. Petzl’s current product page identifies USB-C charging for the included CORE pack. Check the purchased model against that specification.
Spot 400 is also different from similarly named rechargeable-only or other-output products in Black Diamond’s range. Read the full model designation and included battery contents. A comparison becomes misleading if one price includes a rechargeable pack while the other is interpreted as including an accessory sold separately.

Use mode tables carefully
Petzl lists 100 lumens for its standard white level, with different stated burn times for CORE and AAA. Black Diamond lists 200 lumens for its medium white reference. Those figures do not create a controlled head-to-head runtime comparison because the brightness levels differ. Comparing the word medium with the word standard misses that distinction.
Petzl also lists a lower maximum output with AAA than with CORE. That makes battery choice visible in more than runtime. A more useful purchase may be the correct spare battery, another independent lamp for a companion, or a charging cable that actually reaches your setup.
